Materials presented in this collection are the result of six months of work within Carnegie Moscow Center's project on civil society's conditions, development and problems in Russian regions. The collection includes five reports, which were presented at the Carnegie Moscow Center during this period. These papers address regional politics, elections to regional legislatures, civic organizations’ participation in politics, and the strength of civil society in key regions. The papers intend to stimulate discussion on civil society's present conditions, problems and prospects at national, regional and local levels. The papers will also present the first results of the discussion which has already started in Carnegie Moscow Center. These papers can be used both as starting point for further discussion and as a source of facts, information and analytical tools.
